AI chatbots are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has stated, issuing warnings about a potential threat to democracy just eight days before the country’s general election.
Study Shows Repeated Partiality in Chatbot Recommendations
The four chatbots evaluated by the authority “frequently recommend identical two parties”, regardless of the user’s question or command, the regulator explained in a analysis released ahead of the late October vote.
For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.
Certain groups, such as the centre-right CDA, “are almost never mentioned”, despite the fact that the user’s input exactly matches the stances of these parties, the study pointed out.
Official Warns Against Using AI Chatbots for Voting Guidance
The deputy head of the AP, the official Monique Verdier, commented that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that did not necessarily align with their ideological beliefs, she added.
“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against using AI chatbots for voting advice, as their functioning is opaque and difficult to verify.”
Voting Background and Party Dynamics
Netherlands citizens vote on October 29 in an electoral contest that will be closely watched across the continent for the showing of the PVV.
The far-right party of Geert Wilders is ahead in surveys but the gap to the left-wing and centre-right parties seems to be closing, with many voters still undecided.
All major parties have ruled out an alliance with the PVV, implying the runner-up party is most likely to supply the future head of government.
Unintentional Bias Attributed to AI Operation
The AP stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a consequence of the way AI chatbots operate.
